The teams, most notably the crew chiefs, are always looking for an advantage, no matter how small it may seem..NASCAR's job is to monitor and inspect the cars to ensure that all rules have been followed..not sure if that answers your question or not, but I believe the teams would be the culprit.

This is a great question! In my opinion both are cheating. Yes, Nascar does have a rule book and the teams know they have to follow it. It has also been proven that teams have cheated. Nascar has cheated teams also. There have been teams that did things to their cars that were not in the rule books and because nascar didn't know what the modifications would do to the cars they didn't like it and made the teams change the car. ( Even confiscated cars! ex: #24 "Lucy" car) There was nothing illegal about the car , but Nascar had never seen anything like it. It's going to be a constant struggle between nascar and teams as long as racing continues.

I don't call it cheating, I call it pushing the envelope.

There is not one car sitting in the garage area right now that is 100% completely correct the way NASCAR would want it to be. Every team is doing something to their car and they just have not be caught yet.

When NASCAR does catch it, it will then go into NASCAR's rule book as a "no, no". Until then the teams will hope their car has an advantage over everyone else's.

Like it or not, thats the way the game is played people, it's racing not the bingo hall...

Without Nascar mandating rules, there would be a lot more cheating going on. At the same time, Nascar tends to respond more to the fans than they do for the teams, and that's why Nascar has become increasingly boring. Now it's all about who has the best car rather than the best driving skill.

Both. The officle scred Kasey and crew. The officle told Kenny to do it. So the officle should have told Nascar that he told Kenny to do it. Robby and crew are the real cheaters. So Nascar just dose not like EMS.
``NASCAR saw the holes in inspection and told my guys to tape them up. They were taped, but the tape came off,'' Evernham said. ``I don't know why they made such a big deal about it. It was not an aerodynamic device or something that was built to fool them.''

Still, Evernham expects crew chief Kenny Francis to get hit with a suspension when NASCAR hands out its penalties.

How do you figure NASCAR is cheating? They always set the "rules" and will usually enforce them on all the teams. Maybe not every race with the same rules but certainly every team in a paticular race will see the same rules enforced.

Both !! Teams cheat like Mikey did recently with the intake manifold and NASCAR cheated in the Shootout by throwing a caution for debris that wasnt even close to being a problem or in the racing area. Mark Martin said the debris was not on the racing surface and it was by the entrance of the pits but wasnt in the way.

NASCAR will cheat when they change the rules during the season.If people(drivers,owners,fans) complain enough then a rule is tweaked.This is stupid.
I've watched NASCAR since 1960 and today NASCAR is attempting to please sponsors,owners, drivers.This makes good racing bu poor for the fans.

I dont even know.Nascar to me isnt even fun anymore.They have so many restrictor plate races and so many things ppl cant do to their cars and all this crap..its tiring to hear.Pretty soon there isnt going to be a Nascar just cars going around a track going 100 mph with pads up against the walls for the protection...crazy..
