Time,patients,love and treats. Work on only one command at a time.Give him lots of praises.I'm sure the other people had him so confused he doesn't know whats what any more.the good thing is he is young and forgiving,so you just guide him and teach him how to behave as a dog,don't spoil him he still needs to behave and know that he's a dog. Get him neutered so that he doesn't get his mind on the girls. Good luck

First, your dog is a miniature pinscher, not a min doverman (or even doberman).
If the dog has been beaten, then you have to be very very careful about corrections. Use ONLY positive reinforcement on this animals.
Remember, your dog does not speak English. If he sits when you tell him to lay, then make you could simply make "lay" his sit command.
Small dogs like this can be very difficult to train and it's a little much to expect a 6 month old abuse victim toy dog to be great and perfect with commands. Personally, I'd work on more important stuff.
But, if you happen to see him sitting, tell him "Good Boy. Sit. Good Boy!" and give him a treat. This may start to retrain him. But, making him at home and comfortable should come WAY before training him to do tricks.

You need to start over with him. He probably confused and a bit unsure. Train him using hand signals and vioce together. Use lots of bait. Use the bait to position the dog. to sit put it just over his head and slowly move to his back while saying sit.. he'll sit to keep seeing it. Praise lots of praise.
To down hold the bait in front of him and lower it to the floor while saying down. Lots of praise. Repeat, repeat and then some more hell get it soon then you back off on the bait and use voice and hand commands only. Please give him understanding and love. Does it really matter if he sits or lays right now? The important training at this point is training him to go potty outside. Read books and talk to professionals about this. Treat him real nice and he will love you and want to please you. Then take him to professional training classes. Be very patient and loving. I'm glad you took him in. Poor little guy.

Be patient with him. He has been through a lot.
I would suggest enrolling him in obedience class. This will help you and him at the same time.
Also, contact a local rescue group for pointers. They work with these cases everyday.

There are many dog training facilities everywhere. I would suggest signing up for dog obedience classes. Most pet food stores could refer you to a local class.

i have a border collie blue heeler mix that is like that. you have to gain his trust. use treats, try clicker training.
