It depends on how well it is cut and groomed, the same as short hair. Other than that, I would not expect the person to be in a conservative line of employment.

Depends on how old they are.
For older men I think "Leave the '80s behind and get that stupid crap cut".
For younger men I think "I don't know which movie star/singer you are trying to immitate but it doesn't work when you don't wash your hair and put some product and effort into your hair. If you're going to have it long, do something with it you lazy idiot."
If the man has a style working and is maintaing it, then I think it's cool and kind of sexy.
