An energy survey is examining a building or a business to find out how energy is being used and where energy could be saved. For example, an energy survey on your home might check:
-- Do the windows and doors seal tightly or are they drafty?
-- Is air coming in around the electrical outlets?
-- How much insulation is in the walls, ceilings, attic?
-- Does the size of the water heater match the needs of the homeowner? Is the water heater covered with a special insulating blanket?
-- Is there a set-back thermostat in use?

and so on.

I think that "selling an energy survey" would mean to convince the homeowner or the business owner that the energy saving measures identified in the survey are worth doing.
