Other than flea allergies, there are food allergies and skin allergies that can be causing your dog to itch. With the itching by his tail, my first guess would be the flea allergy. Check his belly for any brown/black debris - this is "flea dirt".
Take your puppy into a veterinarian to have him checked. The vet can give you more specific information, since without seeing your dog it's hard to guess.

Hi, I understand that you are looking for some advice or resources to help fully train your dog or fix behavior problems. If a professional dog trainer is not an option at this time, or if you want to trt training your dog on your own (a great way to bond), I'd suggest you https://biturl.im/aUNBX
A friend recommened it to me a few years ago, and I was amazed how quickly it worked, which is why I recommend it to others. The dog training academy also has as an excellent home training course.

Is your pups hair falling out any? It could be the mange if it is (I think that's how you spell it). All the vet will have to do is dip your pooch and it will get rid of it. Also, it could very well be dry skin depending on how often (if you have) been bathing your pup or it could honestly be weather related depending on where you live. It's been very cold up in the eastern half of the country with all the snow that has been falling. If your pups keep biting, I would take him/her to the vet and let them treat it. It is probably something very easy to fix, but I can imagine it not feeling good to your pup. Imagine having poison ivy or the chicken pox and how terrible that was. That's probably how your pup is felling and you need to get him/her well so you can enjoy playing with them!

Well I have a schnauzer too, and when I took him to the vet for a general check up he told me that his tail was cropped incorrectly and that if he started scratching that I would have to take him back so that they can crop it again because they had not left enough skin around the bone :( . Fortunately he doesn't have this problem Yet. Now you might one to check your puppy's tail with the vet. If his tail has been previously;y cropped that might be the problem ... good luck....

It could be mites or dry skin or allergies. Have you tried putting some apple bitter (at pet supply store) on his tail.. then it wont taste so good to him and he should leve it alone. When hes old enough for a bath moisturizeing shampoo and make sure his diet is a food high in fats so his skin wont dry out.

Could have an allergic reaction to the food or treats that you are feeding him. I have two dogs that would scratch and bite themselves and switched to an all natural dog food. About a month after I switched they stopped.

Since he is still young he might be having the sensations that his tail is still there and biting on the stump. Unless he has not had it cut off then it is flees.

There is something called 'hot spot' that causes dogs to do this. Also, fleas or allergy to fleas can cause it. Mange can cause it. Other parasites can cause it. If your dog continues to do this you must take it to a vet. Do it now.

It may be a rash or something that is very serious. I suggest you bring him to your vet and have him checked out. If it is a rash, then the vet can give you some ointment to put on his tail.
