What is not cured by medicine is cured by iron (sword); what is not cured by iron(the sword), is cured by fire"
meaning: if peaceful means don't work, you should resort to war, and if the enemy won't surrender to Roman power, utterly destroy his cities...

What medication doesn’t cure, iron will, what iron doesn’t cure, fire will.
Meaning:
What cannot be healed by the doctor, by civil means, will be taken care of by the sword, by war
what cannot be cured by the sword, will finally be burned, purified or destroyed by fire.
