I'm not sure what you mean? Do you mean 'English-Speaking'? Is anglophone what you mean? Anglo-saxon was a medieval nationality.

If that's what you mean, well, it isn't just women. I would tend to think that women spend more time on their appearance than men--perhaps you just aren't fond of the current fashion, which is kind of leaning towards messy.

Perhaps the women you speak of are deliberately making an effort to escape your attentions, or to place your attention on something other than appearances.

Maybe they just want to go about their own business and don't feel they have to dress up for anyone. Beauty comes from within and we ALL have bad days.
