No, you won't. You'll find surf shops on the coast. Guadalajara is inland, 5 hours from the nearest coastal town, Puerto Vallarta.

Of course there are but do not expect same assortment as in California.
I live in Guadalajara and I´m not a surfer but I've seen here that kind of stores in some very nice mall´s of town and please check it up just two of those mall´s:
