I tried to look up Association of Avian Vet but there oddly wasn't a listing for a single bird vet in CA.
Here is a place to start - bird clubs always have a listing for area vets with specialized experience with birds.

I am sure there are. You need to find a phone book with yellow pages and look up avian vets. I did the same thing for Chicago Land area.

This link should show all of the avian vets in California. I'm not sure if you are close to Ventura County or not, but there are some good ones here.
