This is silly...Canada and the former Soviet Union are separate contries. Canada's capital is Ottawa and the former Soviet Union has separated and developed their own governments.

You cannot be serious. The capital of America is Washington DC, the capital of Russia is Moscow and the capital of Canada is Ottawa. A foreign country cannot be the 'Capital' of another country, besides it's got to be a city. Not only that but Capital cities are generally chosen not just for size but for where the administrative centre is. Hence you have countries like Australia whose capital is Canberra when Sydney and Melbourne are much bigger, Holland whose capital is The Hague when Amsterdam is bigger and Germany was, until recent years, Bonn although now it is Berlin.
The domes you talk about in Russia are actually the spires of churches belonging to the Russian Orthodox Church.
