Blue is blue because of cultural conventions. There are some cultures in which all greens are considered blue, the wlesh word for grass means "blue straw". From a scientific perspective, blue is blue because the materials upon which light hits reflect predominately light with a wavelength that we associate in our minds with the word "blue". If you had been told since infancy that blue was "razzlefrazzle" then you would associate photons with that energy level as being "razzlefrazzle" instead of blue, but it would still be measurable as being the same sets of wavelengths.
