because food needs to stay above 75 for 2 minutes after leaving the heat sorce, that way it tkes longer to reach the 64 degree danger zone for the bacteria to grow

It is not so much the regulated temperature is in that there are bacterium called pathogens, that are resistant to temperatures such as 75oC, as result to ensure these pathogens are killed off this is why they recommend the higher temperature

82 is temp i think for when food is being transported, like in school dinners, when cooked in one place and being taken to the place where being eaten. has to be 82 when it leaves the place of cooking.
