Winrar is a very good program to unzip files and to decompress a bunch of other formats. You can use also 7zip or winzip for the same purpose but I believe that winrar is the best option. All these programs are very similar (you can compress/decompress files with a simple right click).
The great things is that winrar is free (you can download the trial version that never expires) and it can open all compressed formats: .zip, .rar, .7z / 7zip, .iso, .tar, .jar etc. (much more than the other programs).
That's why I strongly recommend Winrar

You use the Winrar software and extract the file from the WInrar archive. Open the .rar file and click the 'Extract to' button on the toolbar. It will bring up a window where you can browse to whatever folder you want to put the files in. Choose a folder and click OK.

You would need to unpack it using a rar compatible archiver. Winrar (commercial) is the obvious choice, but I believe winzip (commercial) and 7-zip (free @ sourceforge) also will do it.
Edit: 7-zip definitely supports rar decompression.

goto http://rarlabs.com then click on rar file it will open winrar then click to extract to folder of your choice
