Its shouldn't be a problem. Since its been 10 years, the tissue is probably very 'flexible' and won't be problematic like piercing through new scar tissue.
Usually piercing through scar tissue does hurt more and healing time can be longer than the average 6 months to a year, but you should be fine if you just take care of the piercing.

Yes, they'll re-do it, and no, it prolly won't hurt more after this long. Granted, if it was horribly infected and reduced your navel to nothing but a lump of scar tissue, then yeah, it'd hurt. But I had mine get infected once and all that remains *on the top* is a scar roughly the size of the bead on the barbell that was too short. Piercer screwed up and put in a bar that was too short NOT including swelling, and because of that I lost not only that attempt at my belly button, but my snug that had been healing nicely.
IF anyone tells you that they will not pierce through scar tissue, they're full of it. Besides, if you did it yourself at thirteen, and that was ten years ago, they'll prolly be piercing behind it so no worries at all.

Wow, I was told from a local peircer that they couldn't pierce over scar tissue like that. I also did mine a while back and yeah, it's flexible. If it's in the same spot that they will need to re-pierce, then they can't do it. If it is in a different spot than what they would need to pierce (like mine turned out being), then it would be okay.

I got mine pierced through scar tissue (more recent than yours) and it turned out fine (when the piercer finally got it through!) The scarring had made my skin tough and it crushed the kafeta! Don't remember it hurting more than other piercings, it just took a little bit longer

they will repierce your navel, some people hurt more in areas with scars because the area becomes more sensitive, while on the other hand others can get nerve damage in the area and not feel a thing, i hope all goes well with your new piercing
