Most hotels now have that policy in force.

If we find you have smoked in a non-smoking room there will be a minimum charge of $50.00 to clean the room up. By signing below you acknowledge that you are in a non-smoking room and will adhere to our policy.

I think if you are truthful about the policies and are not rude in your letter any wording is fine. Start with how you appreciate thier bussiness and hope this isn't a inconveince, but that the hotel has a strict policy about smoking in non-smoking rooms. A cleaning charge will be added onto the bill, but to avoid this a simple room change can be provided. PLease call the front desk for room arrangements.

Doesn't the Hotel already have something written about this? I find it hard to believe that this is the first time a guest has smoked in a non-smoking room.

Was the hotel guest made aware when they checked in that it was a smoke free room? If so tell them that you are enforcing your hotel policy, move them to another room, and charge them accordingly.
