I believe there are actually two:

There should be a comma after the word "and" in the second sentence...at least this is true should they be listed as:

Miami, Florida;
Atlanta, Georgia; and,
Garden City, South Carolina

(speaking from my days as a legal secretary), so I would think the same would hold true as you have them formatted; and,

The third sentence would read smoother if you said, "They need to pick up sugar, flour, and eggs for the recipe." If you keep it as it is, a colon after the word "up" is unnecessary.

Number 3 should be a colon, not a semicolon, although I've never seen semicolons used like you have here in number 2.

#3 is incorrect...

#2 is correct because when cities AND states are joined together by a comma (Atlanta,Georgia), more commas would just confuse people... (Atlanta, Georgia, Raleigh, North Carolina.....) so semicolons are used...

I'm going to say number 2. I think that should be a full colon not a semicolon.

I also think #3 is the incorrect sentence. It should not have a semicolon in it.
