It means that there is a bony growth out of the normal .....in the anterior (front) part of your cervical bone(vertebral bone located in the neck region)!

*Osteophyte's are bony outgrowth, this can lead to nerve inpingment and signs and symptoms of the same.....tingling, numbness and/or pain of arms, hands etc.

vertebrae are small bones of vertebral column i.e. your back bone.
cervical denotes the neck region
lower refers to the lowermost vertebrae of cervical region
osteophyte is the bony outgrowth
Anterior i. e. the front portionn of vertebrae.

I don't know... maybe if we read "anterior osteopathy in lower cervical vertebrae" we could conclude that is a disorder in the frontal section of the vertebrae forming your neck...
