As some folks mentioned walking, running, biking or take some yoga, pilates or a step-class & stay hydrated.
Eat nutritious healthy foods (organic when you can), avoid anything white (sugar, flour, rice (fried foods).

The best exercise for the legs is ridng a bike.. I don't mean coast ridng either, keep peddling all the time.. it works every muscle in your leggs your concerned about being fat. There are other s also but doctors suggest that one. walking is useless for lossing weight or toning legs unless you walk very fast swinging your arms etc.. it'll even tone your butt. Just one question.. have you seen a doctor about the weight in your legs? not to scare you but heart disease patients tend to gain water weight in the legs from poor circulation.

It is scientifically impossible to "target" certain areas for fat loss. You can tone sections, and combined with fat loss you can achieve better results in particular areas, but that is the extent of what is possible.
You body stores fat according to how your genetics tells it. To generalize, Men store the majority of their fat on their stomach and sides aka "love handles", while Woman store on their hips and thighs. However within each gender difference still arise from person to person (genes to genes).
Therefore the solution is a healthy lifestyle (not a short term "diet") and exercise for faster results.

walking is excellent, you can walk in place while cooking or anything you do in one spot for a time. Also do some excercises for you thighs and use light weights to start with. Riding a bike is great for you legs too. Good luck and GOd Bless.

exercise, try walking for 20min a day or using something like a gazelle. I would not recommend running because your legs will be muscular and that can make them look fat but at least they will be toned.

urgh same :(
i think the only thing to do is to do excercise which only involves pulling the weight on your legs - like rowing machines and stuff
otherwise... just dont worry about it, its good and natural to have some fat
