Every morning at about 7:30. Continues until around 9:00. Couldn't call it a bark, sounds more like a bird chirping at about 130 decibels repetitively in two and three syllable chirps. I have a large machette but can not decide between the dog or the owner. Please help.

It sounds like it's annoyance barking, usually a higher pitched bark than a "Normal" bark.

My guess: You probably live somewhere warm and the neighbors leave the dog outside when they're at work - They leave around 7:30 in the morning and the dog has a hissy-fit for about an hour and a half after they leave before it calms down.
