Packed brown sugar, unlike light or dark brown sugar, is not a type of brown sugar, but a reference to how you measure it. It means that rather than lightly spooning the brown sugar into a measuring cup and leaving lots of air pockets, you pack it into the measuring cup and squish it down until you can't fit any more in.
That doesn't answer the question of whether you should use light or dark brown sugar. Often the recipe specifies, but if it doesn't, generally you use light brown sugar. If you prefer the more robust flavor of dark brown sugar, though, you can certainly use it instead

Any brown sugar is supposed to be packed for proper measurement. I would use the dark it has more flavor, just pack it. Regular brown sugar is light or dark. Although you should read the label because some manufacturers are putting caramel color into white sugar and calling it brown. Brown sugar is supposed to be less refined, with the molasses still in it.

I just used dark brown sugar in my chocolate chip cookies a couple days ago and they turned out great! I'd go with the dark.
And there's an easier trick to packing the brown sugar. Hold the cup firmly, dig it into the sugar firmly, using your other hand on the outside of the bag to keep packing it. No mess with using another utensil!

Both light and dark brown sugars should pack very nicely. Measure out 1 cup and press it down with a spoon. Continue to add brown sugar and press down until you get the desired amount.

I wouldn't interchange the light/dark brown sugar.
The moisture content is different between them. If you or someone you know has made these cookies before, ask which type of brown sugar they have used.
When you measure the brown sugar, literally pack it into the measuring cup. When you put it into your mixing bowl - it should retain its shape (like a sand castle).
Good luck.

Packed brown sugar just means packed down into the container that you are using to measure it, so you get what you need. You can use either, it will be fine.

all that packed brown sugar means is how it is measured instead of using a spoon to measure it with just firmly pack it in to a measuring cup using a spoon or fork to pack it down firmly to get rid of any air pockets.. you can use either light or dark it all depends on the recipe and your taste.

You pack any brown sugar as tight as you can. You put the sugar in the cup and press it down. Add more and press down again, over and over until the cup is full.

Light brown sugar has less molasses then the dark brown. It's is your choice of flavour preference, but if you perfer the light brown variety and it's hard just warm it in the microwave slowly until it becomes moist and use it, or use your dark.
