it's unadvisable considering they are either losing theirs or not making enough for themselves. to try and donate their platelets when having low platelets themselves would be foolish and most blood donating centres will not allow it. A low platelet count can be caused by losing blood from wounds, folic acid or vitamin 12 defieciency can cause low platelets, leukaemia and decreased production of erythropoeitin due to chronic renal failure. there are many other reasons why someone could have low platelets.

It is not dangerous but is not recommended. The new platelets which are produced can compensate for it provided the receiver himself doesn't have a low platelet-count.
Low platelets are caused by a severe wound at a single place or by diseases where the pathogens start killing or ingesting them.
