you can never buy the land fully. you can own the house but what good does it do without the land. you can lease the land for 30 years and with the option for another 30 years, but then that's its. recommend a book to you I read "How to Buy Land and Build a home in Thailand" by Philip Bryce

No, foreigners are not allowed to own land, but you can own a condo. This is the way most foreigners buy property.

49% of the property for 30 years, you can own that.

Nope they can't. Only Thai people are allow to own properties in their land. Sadly to say....
