Cement is the material used in concrete that 'glues' everything together. It is a specific chemical and it's density cannot be changed.

Perhaps you meant concrete, which is a mixture of cement, aggregate, water and air. There is such a thing as air entrained concrete, where you can adjust the amount of air in the mixture. This will affect the concrete's density.

Use "Pearlite", aka Lightwieght Agregate.
