Prices are going up everywhere...
The last cartouche of Gauloises blondes I saw in Belgium cost 36.5 euros. (For 8 packages of 25 cigarettes)
In Spain it's 2.40 euros for a package of Gauloises blondes. I don't know about cartouches...
France is expensive in general.
You usually get the best price in Luxemburg. Or on the internet...
I found some for 30 euros...

spain is the cheapest , france is not lot cheaper than uk belgium they cost 37euro = 200 make sure you go to tabbac not a outlet in major town ie ostende if buying more ie box 1000+ you get better price
