Yes, it does help you to loose weight, but you can over-do it. Did you see on the news last week where a woman drank so much water that she died. Too much of anything is not good for anyone. They recommend 6-8 glasses of water per day. You will be doing good to do that.
Exercise will also help to reduce you stomach. Bending to touch your toes whether you're standing on sitting on the floor.

Optimal water consumption does speed up the metabolism, so it does reduce fat generally. If most of your fat is in the belly, it might reduce it for that reason. But repeat after me: There is no such thing as spot reduction.

It is scientifically impossible to "target" certain areas for fat loss. You can tone sections, and combined with fat loss you can achieve better results in particular areas, but that is the extent of what is possible.

You body stores fat according to how your genetics tells it. To generalize, Men store the majority of their fat on their stomach and sides aka "love handles", while Woman store on their hips and thighs. However within each gender difference still arise from person to person (genes to genes).

In regards to water, no it does not "really help". Should you drink lots of water? Absolutely, but what really helps is exercise and healthy eating. It is but one factor in a sea of them...

Your body needs ample water to smoothly carry out all it's metabolic activities.

You should be drinking AT LEAST your weight in KGs in ounces of water. Meaning if I weigh 140 lbs, my weight in KGs is 63 (divide pounds by 2.2 to get kgs). So I should drink 63 oz of water a day. 8 oz equals a cup... so divided by 8, I should drink 7.95 cups of water a day---AT LEAST. If you workout and sweat a lot, drink even more.

It will help keep your metabolism (the sum of chemical reactions in your body that break down and build up molecules) up. So your body will be working more efficiently.

Yes it does. Water helps to flush out toxins and toxins are also fat cells. Water also makes you full and you end up eating less.
