It stands for Highly Occupied Vehicle

It means High Occupancy Vehicle, or more simply car pool lane. For most areas you must have at least 2 people in a car to utilize this lane. It is supposed to be a perk for carpooling, i.e you get a less congested lane.

MORE than 1 passenger. You can get pulled over for driving alone in this lane on peak hour.

A hint: If you're a business owner with a corporation, and you have your paperwork with you in the car you are legally allowed to drive in this lane because a corporation is considered its own entity.

I don't suggest you put it to the test though. You'll still get the ticket and will have to take time out to go to court and have the charges dismissed with proof.

High Occupancy Vehicle lane. Don't assume it means carpool lane... some HOV lanes are for buses only.

There will be signs that say who can use them and when.
