Click Start, Select RUN. Type in gpedit.msc in Run box and press ok. The Group Policy mmc will open. Go to User Configuration, select Administartive Templates, select System. In the righthand pane there will be "Don't run specified Windows Applications" Double click that and a properties screen will pop up. If enable is selected then you CAN NOT run specified apps. If disabled is selected then you CAN run specified apps. Select "disable" and try to access Regedit again. It may require a reboot to make sure it works. If there are specified apps that users can't run and the enable is selected then the button next to "List of disallowed application" will be enabled. Click that and see is Registry Editor is in the list. You can remove it and try to use regedit. Hope this helps.

You need to get rid of the trojan. This problem is usually caused by a virus. Search on google will provide you some good answers. Better than here as there are certain codes you can type into your cmd that may get it open for you.
Also try getting avast, its free and may be able to get rid of it for you. If you do a search for anything virus related and you IE shuts down then you have a major problem which you will be better off replacing your hard drive.

If you are running Windows XP try logging in with the Administrator account.
Log off and go back to the Welcome Screen press ALT CTRL DEL twice and it will bring up the old style logon screen type in Administrator or Administration and go from there.
Windows XP Home has no Administrator/Administration password but Windows XP Pro does which can be setup while installing Windows XP Pro.
Once you are in Administrator/Administration you can try going into regedit from there see how that goes for you :)

You might want to check the system Group Policy settings to see if permissions were changed for accessing the registry for direct editing. From an MS DOS prompt, try the following:
- gpedit.msc
- Navigate to User Configuration->Administrative Templates->System
- Locate the Prevent access to registry editing tools.
Even if the entry says "Not Configured", this doesn't mean that it hasn't been enabled/disabled. For some reason, maybe to hide the fact that it was set, they allow you to set it then switch to "not configured" after the change.

If you:
1. Lost your "folder options..." at windows explorer
2. Can't use regedit
3. Can't use msconfig
Maybe your computer infected by a worm, virus, a variant of brontok worm.
The latest variant of this worm will try to restart your computer if you try to change registry entry from external software such Hijackthis.
Almost all latest anti virus with latest definition will be able to clean viruses like that. This virus can only cleaned in Safe Mode and you must log in as administrator.

I think you are under attack by malware virus.There so many kind of viruses that disabling regedit,cmd,msconfig,task manager n folder options.Update your anti virus definition n scan your PC to make sure your PC free from viruses and then fix your registry key that modified by the virus.Try norman or norton antivirus,its great to block any viruses even the newest. if ur running Vista u may run into that problem.......if ur not go to ur control panal and click on user accounts it show right there if ur the administator.....if u r and theres other accounts there that shouldnt be delete them.......if ur not the admin......well u already know that u have to change that.....1 more thing.....try typing regedit.exe instead of regedit......gl
