Tactics and knowing how to fight is technology. I guess we would all be reduced to slapping and pulling hair.

There's ALWAYS technology, and technology ALWAYS counts. Maybe not totally but it does have an effect - the samuri sword, the English Longbow (at Crecy and Agincourt) back into the iron age cultures supplanting the bronze age.
I think the west will win - just like the west won the cold war. Not be force of arms but by showing the other side a better way to live.
[edit] Possiedennetune - if we (England) where in a non-technological world we just have a scrap with the Scots and the Welsh! (Back to the good old days!)

Since there is not technology there would be no transportation. The country that is most isolated geographically would win since it wouldn't need to fight. England, or australia maybe.

Depends on how far back you want to go. If we take everything away I would have to go with a country with martial arts, the largest of those would be China.
