Search for Goldwave. It's free and won;t try to take over your whole system like iTunes does.
It's pretty easy to use, records to .mp3 format and you can zoom in ridiculously close on the wavelength of the track making it possible to cut it at the exact perfect points for what you're using the file for afterwards

Nero's Wave Editor works well, comes bundled with certain versions of Nero's CD burning software.
