What information is needed to find out what a persons license plate number is?

This information is not a matter of public record, so it would not matter what information you have. You would need to be in the law enforcement, government, or insurance agencies to obtain this information and have a legitimate claim.

They're name and address. It's part of the vehicle registration system, which records the vehicle's description (things like make, model, and color) and the owner's contact information, usually limited to name and address.

The cops can probably look it up without a problem, as could personnel at the department of motor vehicles, but I would be surprised if they would allow a private citizen to look up license plate numbers.

No harm trying. I suppose you might need that information if you have a judgment against the person and are trying to identify their assets for possible attachment and seizure to satisfy the judgment.
