The only way is to chroma key, which requires something like Premier or Avid and a sold background such as white (not preferrable) or blue sky. However anything sky colored will get chroma out also! You simply punch a hole in the blue sky with the chroma setting and drop in another background.

It's generally best to use a green background, however. A nice, bright green. Ideally it must be flat and evenly lighted to prevent closed holes or pockets of area that won't drop out.

That's how the weather guy does it. He's standing in front of a huge blue or green wall and they drop out that background and put in the radar maps. He turns to the side and watches a TV monitor so he can point.

I've seen it too! Man, is this a small world or what. And guess what, its even better because I have the tools to do it on my computer! And you do too! You have everything you need to create hollywood effects on your computer right now! Wow!

Unfortunately, the only thing you're missing is experience. These people have been making a living doing this, and consider how long it takes them to do a complicated 3 second special effects segment (a month or two). Now, this isn't nearly as complicated, but considering you didn't go to school for 5 years to learn this stuff, and then you probably don't want to spend a month or two on this, it's not gonna work sorry. You're still here? Well thanks not being so offended that you closed your browser window. Now onto the good news. You probably won't be able to do anything with the footage you just shot, but next time (not necessarily a picnic though), tape your subjects in front of a green or blue background. (Neon green and deep blue sky blue, or something like that). Then get a program that can do greenscreen or bluescreen keying. Pinnacle Studio Plus is one cheap program I know of that can do chroma keying. Have a ton of cash to spend and want to get seriously involved in filmmaking/special effects? Get adobe production studio for $1,600 (I got a student discount version for $500). It'll have everything you need (minus the years of learning and experience, which I'm trying to increase even as you read this) to create actual Hollywood-level effects (Hollywood studios actually use After effects, one of the programs included in the bundle). Hope this helps!
