It sounds like a very common condition called folliculitis - literally meaning inflammation of the hair follicles. It's generally caused by irritation of some sort whether it be physical (such as waxing, rubbing on something), chemical (an allergy or sensitivity to something including the sun, especially if you have had prolonged exposure just after you waxed) or temperature (similar to heat rash). To help minimalise it moisturise with a very simple moisturiser such as sorbelene, without fragrance. Dont use any highly perfumes soaps or body washes on it. Pat dry, dont rub. Dont exfoliate until they have calmed down a bit. Dont play with them, it will cause more inflammation. Your skin will probably be a bit angry for a few days after the waxing if its sensitive anyway. If you are doing all of this and it still isnt any better in a few days go and see a doctor and they will prescribe a cream to put on it to reduce the redness and inflammation. Good luck

I totally have the same problem, and it's so ugly. So im starring this question. Lol.

EDIT:

They're not itchy or inflamed or anything like that. I've had them for as long as I can remember. Or well, actually, they began appearing after I started playing tennis and my legs became more exposed to the sun. This is also when my leg hairs began growing more. Theres a fine line on my leg where my sock reached. Above it are the spots, below it is clean, hairless skin. They dont irritate me and I don't scratch them or anything...they're just, there. And it's not attractive. They're red-brown..but more red on my thighs...they actually kind of look like freckles? But theyre not freckles.

Is it itchy, and I mean REALLY ITCHY? Is so, folliculitis may be the answer and you will need to see a dermatologist for antibiotics and topical creams, and of course, not scratch (although I know how hard that can be because I suffer from folliculitis), and be sure to wash your hands frequently and thoroughly as scratching and touching "the rash" will cause it to spread. If not, one of my colleagues and I were discussing this last night, and she has something similar...she is Asian and calls what she has "Chicken skin." According to her (she is a doctor, I am a nurse), this condition affects mostly people of Asian and Indian descent. Apparently, nothing can be done for that, but I would still see a dermatologist anyway.

Hate to answer a question with a question, but has it always been like this, or is it a new thing, and if it's new, how long has it been going on? If it hasn't been going on long, it's probably an allergic reaction to some new product you're using. Like me, after living with about 2 weeks' worth of welt-covered hands and feet, I realized I was allergic to the new ingredient in Dimetapp.

Talk to your doctor about this! Could be a serious skin condition.
If you have access to a tanning bed, get in the bed about 2-3 times a week for about 5-10 minutes.
Tanning toughens the skin and makes it feel better. That will also get rid of the redness and itching. Trust me this works!

utilising a stable shaver and shaving cream will stay away from this next time. The extra blades a shaver has the fewer inflammation. i exploit venus include they have 5 blades and that they are the only shavers that are no longer making me smash out.
