Certainly there should be an investigation, if the man weren't a police officer he would be charged with manslaughter at the least. Because he was a police officer, factors must be taken into consideration as to the behavior of the man in custody. I also think allowances should be given for the fact that there can be an overreaction to stimuli if the man in custody had given physical resistance to the officer. If you have a restrained man and an angry officer, well...a badge isn't a permit to beat and kill. I think most officers understand and respect that, and even with a blue wall of silence, if there be such a thing, that officer will be thought differently than the rest.
I haven't watched tv and I don't know the facts of the case if this is relating to a real one, this is just a general statement.

If you are a worthless criminal and a leach on society, the answer would be yes.

If you are a liberal leftist extremist and hate personal responsibility, the answer would also be yes.

If you have a brain and are capable of independent thought, you'd look at everything before jumping to conclusions.

Since you gave a very vague description and only a very small part of the story, you'd most likely fit into one of the first 2 groups. Thats a very common liberal extremist tactic to avoid the truth and what is right. The truth is actually a huge obstacle for the liberal agenda.

Police are, unfortunately, a necessary evil in an even more evil world. Without the police the world would descend into anarchy. It is true that some police are corrupt, some police use too much violence, and many police don't receive enough training.
It is our duty as citizens to make sure that incidents like the one you mentioned are prevented. Unfortunately, this is not an ideal world, and they are only humans, just like you and me.

If the prisoner was resisting, the officer is permitted to use whatever means is necessary to control him. The harder the person fights, the tougher it's going to be on him. I'm sure the policemans superiors have investigated the incident. If the officer is guilty of something, he will pay. If not, then not.

I think there is more to the story was the cop being assaulted? if so what ever he has to do to survive. Cops can not loose a fight if they do they die.
