This is in reference to the BABY is not a cute little baby anymore. That he/she can now walk around and cause mischief and be a kid. Even spoiled and so the kid doesn't shine anymore hence the shine has rubbed off.

Most parents are very happy and excited about being parents... kind of like a young woman that gets a big diamond ring. But when the reality of 2 am feedings, diapers, etc. sets in. then the "shine has rubbed off". It means that parents have unrealistic expectations of their offspring, (will always obey them, will graduate college with high honors, etc) but most often, the unrealistic expectations will burst and that is when the shine has rubbed off.

Parents tend to see their child as beautiful, better than any other and unable to do wrong.
"once the shine rubs off their kid"
They now see that their child has flaws the same as everyone else.

I think it means like a halo effect, to see something different.
your kid may act one way in front of you and completely different in the presence of his friends and peers..
Some people say it's like walking through life with blinders on.
