I doubt there are many mothers who would not chose to do what they think it's best for the child. And as a mother myself I would welcome the chance to give my child a family. If God intended children to be born out of single parents he would have never designed us to need an opposite sex partner. Which means that a child needs a balance that only a couple can create. your niece must really trust her parents would do a good job... If I had a choice I would the same, in case anything ever happened to me. I would hate to know I never planned something out to make sure my child is looked after especially as no caring father is about!

if there daughter has given permission then its fine, if the father is not on the birth certificate its obvious that the father didn't want any part in the child's life anyway so if the daughter has agreed it will be a simple process

If the mother agrees and there is no birth father fighting for custody then your brother and his wife will get the child.

It should be fine, as long as the father is not known.
The best thing to do is get some legal advice.

I think they will still have to be checked by social services and goto court but should be straigtforward.
