When you save the image as it is (as a JPEG file), automatically a "JPEG Options" box will pop up asking how much quality you want the picture to have. It scales from 1 - 10. Min-Max. The lower the quality, the smaller the file.

With an image open in Photoshop. Go to File > Save for web..

Play around with the settings in here to reduce size/quality.

There's a little circular arrow button that opens the Optimize Menu. This lets you enter a desired size and Photoshop will adjust the image accordingly.

save it as a jpeg extension (*.jpg or *.jpeg).

Also, depending on what version you have, before you save aas a jpeg you shoudl see a quality slider bar. Normally, it is maxed out at 100% but you can bump it down to about 70% and still keep a clear picture while reducing size.

I have not used photoshop but if you save the image in 256 colour bitmap format, it wil decrease the size.
if this option is not available, save it in any format, open it with paint progam, and click on save as from file menu. select 256 colour bitmap in the type option and click on save

Two ways -- lower the resolution, or save it as a different type of image (ie. jpg files are smaller than eps).
