Its normal. You, too, do the same without even realising it.
They might be attracted to you, or just admiring something in you, or just surprised to see something in you. All that is possible.
Only if she continues to look at you even after YOU've been looking at her too then there is a possibility that either she asking some questions or expecting some reaction from you, as you too, bu staring at her when she is looking at you, are asking some qustions or expecting some reaction from her.
If that hppens, then either react by smilling or even going towards her and hav a friendly chat, and take it from there.

when a girl look to a guy for along time this mean that she is inviting u to talk with her and know her but be careful u should talk to her in a good way and polite one
