you have to have both father and mothers consent

they can go get a court date and file papers
but the father has to sign off on it

depends if the father is on the birth certificate then he may be needed to sing off his parental responsibility but it also depend on his involvement see a lawyer most do free constantations if not your local citazens advice beruae will help

they cant - no grandparents have any right whatso ever over children unless signed over by the court of the parents of the children
