Would a centralized system like the Department of Homeland Security or a decentralized system with deeper community connections better enable the U.S. to operate according to the goals of the Department of Homeland Security’s Strategic Plan? Explain why you think one would be more effective than the other.

World is approaching towards decentralize system. i.e. it has no single point of failure.
In centralize system there is a single server managing and directing all requests, that will fail due to heavy load.

Well I think that like any corporation these systems can run effectively without a hierarchy of command rank, but for certain tasks there really needs to be a central system. I'd like to propose something of a hybrid.

I think that word centralized doesn't sound good, but lets shift to a standardized system, where all entities much comply with minimum standards.

'Here's a doozie!' The word 'decentralization' tweaked my interest!
I'm in Australia, and years ago they did that to help the economy. Well it worked. But then another government came along and the changed it again.
Now..... they're talking about it again .. election time coming!?
