Some family were expected home hours ago, and we suspect they might be stranded, with no way to get a hold of them. Who would we call to find out if that is so, since there are several counties between here and there? I dont want to call 911, but do I need to call every county thats on the way?? How about the Texas state troopers? we dont know the liscense plate number, we just havea color/description of the vehicle.

Call the individual counties as well, the Troopers will not be aware of every call those counties handled. If you know the registered owners name on that car they should be able to look through their states vehicle computer system and find the plate and run it to see if any police agency had contact with the vehicle. If anyone did, they should be able to provide you with the contact number for that specific agency.
