I will be going to Amsterdam this march and the weather will be from 1 to 10 degC. Can I wear a sweater with jacket ( jacket for 0 to 10degC) and a jeans with stockling?

Do I still need a winter hat, scaf, gloves or even ear muffs?

I would bring all the winter accessories you named just in case. The weather could change any time, and it's better to potentially overpack than to risk being cold.

If the temperature does stay between 1 and 10 C, you might want to wear the hat and maybe the gloves. I would wear the scarf too, but loosely. The hat is the most important, along with good socks; keeping your head and feet warm goes a long way in making your whole body feel warm.

It depends on what kind of weather you're used to. I lived in CA all my life until I moved to CT last year, and I'm not used to the cold yet. I'm usually the most bundled person out on the street.

suitable wear for temperature from 1 deg C (33.8 deg F) to 10 deg C (50 deg F) would be the same type of clothing worn on a cold day, when it's not cold enough for snow but too cold for lots of exposed skin. Frostbite is common, but hypothermia is rare.

This means (for each day you are there) you'd probably be comfortable in 3 or 4 layers of upper body clothing, 1 thick or 2 average layers of leggings, a pair of light gloves, a thin beanie, and a single layer of thick socks under boots or insulating shoes. If you have them, take 1 full-body layer of thermal polypropelene underwear just in case, but leave it in your suitcase till the day when temperatures drop below zero deg C (32 deg F)

It's better to take it and not need it than to not take it and need it.
