If you mean for downloading, legally it would be iTunes (even though they use crappy copy protection on the files you download so they won't play anywhere other than an iPod or iTunes unless you convert them). Illegally, I'd say Soulseek and torrenting.

If you mean for music playing, I recommend Foobar. It's very lightweight, highly customizable, and uses barely any memory at all (minimized while playing music, it takes up about 1 MB of memory to run).
