The tours that you can booked in Singapore is rather limited, than if you go to Chiangmai and pick out a tour package from there. And the price is not that expensive. It all depend on the nature of the tour, the traveling involved, meals and accommodation category. It is not too expensive, and the package is usually dependent on a minimum number of participants.
Booking a tour there also meant that you control the timing of the tour. If you do it in Singapore, you will definitely find things moving too fast.

I happen to be planning a trip to ChiangMai in April for the Songkaran festival. Going thru the websites for cheap air tickets is not getting me anywhere... Only Tiger Airways and Silk air fly direct to ChiangMai from Singapore.
I saw in the classified ad yesterday for a package 4D3N in ChiangMai and i think it is worth it.... (S$488 with min 2 pax), especially when it is a high season there...
Alternatively, you might want to book thru travel agent for Free & Easy package and arrange at the hotel's tour desk for daily sight seeing... Not much diff...

Before you book any tour package you should get as much information as possible about exactly what the tour includes so you understand what you're getting for your money.
As with every product in the world, the better the quality, the more expensive it is. Thailand has products for every pocket so its just a question of finding out what part of the tour market suits your pocket/provides you with the quality you want.

You should stay at home. Its safest and its cheap. If you are a bit more adventurous than that, then go to Chiangmai armed with a tourist guidebook. Its more enjoyable and memorable this way.
