Holy water is made by Holy people. Humans are the masters of Nature. The nature is how we make it. Water is just an element along with fire,earth, sky and air.

Water used in religious rituals is only plain water. But its use reminds the believers about the Water of life or the Holy Water, which is the Word of God recorded in the Holy Books. So we can also say that the Holy Water is made from the Breath of God.

It is just plain tap water with some salt added to it. What makes it holy is the priest's blessing. The use of holy water has a Jewish heritage. The priest not only uses it for blessing people and things but we also purify ourselves with it before we enter the Church. The priest also uses holy water before he begins the liturgy of the Holy Eucharist.

The water is common water. It is blessed by a priest, and is then suitable for use as a sacramental. The Holy Water is not transformed, not sacred, nor does it possess any special properties in and of itself. Used properly, it is one of many possible helps that the faithful can and should employ in an unending quest for ever greater holiness that Christ calls us to.

2 parts hydrogen and one part oxygen. When a clergy prays over it, the water becomes supposedly holy.
