If for example an entrepreneur is going to set up a textile manufacture in a particular area, he will have to submit to the authorities evidence that the manufacturing activities will not pollute the environment (air, water and land) in the vicinity. He will have to describe the means that he will take for e.g. water recycling, avoiding ash emission in the atmosphere, wastes disposal, etc. In fact such manufacture should have no negative impact on the environment.

Should he be granted permission to go ahead with his project and later on, people in the area complain about some sort of pollution, and they are proved to be right, the manufacture may be compelled to stop its activities temporarily and to take remedial actions.
