people think is too small.He does not have a thick coat. He is 10 months.

At 10 months, he is likely just now between his puppy coat, and his adult coat, so it may be much less hair than when he has matured.
I have seen purebreds that were ony about $45-50 pounds when grown. (average is about 65 pounds or a bit more) Your pup will continue to grow until he is about 18 months old, and then put on weight and bulk until he is about 2 1/2 years old.

their appearance is similar, but they are only about 40+ pounds.

Ask the breeders you got him from for papers is the only way you can prove he is pure.
Even with all the above info and other info, a dog can appear to be a pure breed but unless you have proof you will never know

It you don't have his papers and pedigree, you have no way to know for sure.
