Just because a person is of a culture that eats dogs, it does not make them thieves...
If you eat beef or chicken or lamb, does that mean that you will steal any poultry or livetock that you can catch?

Dog is a delicacy in some countries so I am sure if you lived in one of the countries your dog could be consumed, just as with cats and horses.

depending on what Nationality they are. Native Americans and Chinese immigrants have been known to eat cats and dogs from the local neighborhood

Dogs are essentially pigs with fur. I never tried it, but my co-worker who is Laotian has. He says it's like a sweet tasting pork. Not sure, if anyone tried it in North America but I'm sure it's happened in other countries.
