it means few but crazy. like if you say "somos pocos pero locos" (we are few, but we are crazy). I know it sounds weird but If put in the right context, it can make a lot of sense.

An often heard Mexican expression was "no somos muchos pero somos machos". This is very hard to translate, but as near as I can come: Few as we are we can still kick your butt.
About 30 years ago, in the first gay rights parade in Mexico City, this was turned into "no somos machos pero somos muchos". The humor in this depends on the previous sentence.
