You can either marry in India or Romania. Otherwise both of you have to get visas for a third country and then, that countries rules may or may not permit you to marry. Best option is India or Romania.

Try New Zealand, come on visit visa and get married in any tradition either in Indian or Church. I think it is easy for Romanian to come to Nz. Contact Indian High commission they will recognise your marriage and give certificate accordingly, which will help a lot. Hope helpful.

Go the Indian embassy and get the details. In my opinion, you have to get a marriage cetificate from that country and get it certified by the local Indian embassy, romanian embassy and the Ministry of foreign affairs where both have residence permit.

If she can't come to India then perhaps she cannot come to any other country also. So you will have to go to Romania.
