Mark 10:13-15 13
And people were bringing children to him that he might touch them, but the disciples rebuked them.
14
When Jesus saw this he became indignant and said to them, "Let the children come to me; do not prevent them, for the kingdom of God belongs to such as these.
15
Amen, I say to you, whoever does not accept the kingdom of God like a child 2 will not enter it."

www.blueletterbible.com is very cool for searches - as is google.

_______________
actually Matthew 18 also touches on the issue
1At the same time came the disciples unto Jesus, saying, Who is the greatest in the kingdom of heaven?
2And Jesus called a little child unto him, and set him in the midst of them,
3And said, Verily I say unto you, Except ye be converted, and become as little children, ye shall not enter into the kingdom of heaven.

Peace and Love...
That night the angel of the Lord went forth and struck down one hundred and eighty five thousand men in the Assyrian camp. Early the next morning, there they were, all the corpuses of the dead. (2 Kings 19:35 NAB)
"Then I heard the LORD say to the other men, "Follow him through the city and kill everyone whose forehead is not marked. Show no mercy; have no pity! Kill them all – old and young, girls and women and little children. But do not touch anyone with the mark. Begin your task right here at the Temple." So they began by killing the seventy leaders. "Defile the Temple!" the LORD commanded. "Fill its courtyards with the bodies of those you kill! Go!" So they went throughout the city and did as they were told." (Ezekiel 9:5-7 NLT)
They entered into a covenant to seek the Lord, the God of their fathers, with all their heart and soul; and everyone who would not seek the Lord, the God of Israel, was to be put to death, whether small or great, whether man or woman. (2 Chronicles 15:12-13 NAB)
Anyone arrogant enough to reject the verdict of the judge or of the priest who represents the LORD your God must be put to death. Such evil must be purged from Israel. (Deuteronomy 17:12 NLT)

Matt 19:14 Jesus said, Suffer little children and forbid them not to come unto me for of such is the kingdom of heaven. KJV
(suffer means to "allow")
Mark 10:14-15 "suffer the little children to come unto me, and forbid them not; for of such is the kingdom of God. Verily I say unto you, Whosoever shall not receive the kingdom of God as a little child, he shall not enter therein."
It is not a proverb - it was an actual event. It means if you would enter heaven then you must be able to believe like a child believes. A parent tells a child something - the child believes the parent. Father God tells us something - then as His child we believe it - simply and completely.
